refactor(diagnostics-api): drop telemetry and crash ingestion, keep bug reports
Remove the /v1/events and /v1/crashes routes, their normalizers and storage paths, and simplify retention to the bugs table. Add a migration dropping the now-unused event_batches and crashes tables, and regenerate worker types.
